George Bernard O' Neill was born in Dublin in 1828. He was a prolific and charming painter of small genre scenes, often of children.

O' Neill was a member of the Cranbrook Colony and his style bears an affinity with fellow members Thomas Webster and Frederick Daniel Hardy. He was a regular exhibitor at the Royal Academy from 1847 and one of his best known works 'Public Opinion', shown at the Royal Academy in 1863, is now held in the Leeds City Art Gallery. Manuscripts relating to this artist can be found at the Victoria and Albert Museum.
