Since the working classes were almost always ignored by studio or family photographers, I wonder if it was taken by someone with a social conscience, collecting evidence of the inequalities in society.
Not sure where I found this but photography was starting to be used as a social tool, as Dore used his drawing skills (following in the tradition of Hogarth). Youknow my interests by now, so I thought this a fascinating article. Not sure this has changed that much really.
