Only if the Victoria and Albert Museum is to embrace all aspects of design and invention throughout the 19th century can it become a true "laboratory of new culture".

Agreed. Yet when I was an undergraduate (mid-late 1960s), fine arts consisted of paintings, sculpture and architecture. Everything else was second class stuff, lumped into The Decorative Arts. Photos were ignored.

So a new photography gallery in the V&A is certainly a sign of modern thinking in the arts. And not before time!

I love early photography and so much of it, like this, is real art. The V&A has been rather stuffy over the years, thoug I used to love browsing there.
