David James

[Off the Cornish Coast]
[A Bright Day, Pembrokeshire Coast]
pair, '83 and '87
oil on canvas
[A Summer Morning, St. Brides Bay, South Wales] '87
oil on canvas
fl. 1854 - 1862
(from Sotherby's Catalogue)
Chris Wood in The Dictionary of Victorian Painters only lists one David James (fl. 1881 - 1892) who was a marine painter who did much of his work off Cornwall and was particularly skilled at painting waves. Sounds the same painter to me.
